Decided to: Approve the Agenda proposed by IMWF Presidium.

For the work of the Conference, it is proposed to elect and approve a counting commission consisting of:

Decided to:

1.1. Take into account the report of Alexander Kim-Kimen on the activities of the International Mas-Wrestling Federation in 2021;

1.2. Acknowledge the satisfactory work of the National Mas-Wrestling Federations in 2021 in terms of pandemics;

1.3. Entrust Secretary General of IMWF Mokhov Arnold to develop the Work Plan of the IMWF Presidium for 2022 and bring it to the attention of the members of the Presidium and committees of the International Mas-Wrestling Federation by February 1, 2022.

2. Vladimir Grigoriev spoke on the second item.

Decided to:

2.1. Approve the report Control and Auditing Commission of IMWF on the financial and economic activities of the IMWF Presidium in 2021;

2.2. Recommend the IMWF Presidium, committees, officials to strengthen the work on the implementation of marketing policy in order to ensure funding of statutory activities, the organization of sports events included in the IMWF Calendar plan, as well as to intensify the work on finding strategic partners for the IMWF.

3. Arnold Mokhov spoke on the third item.

Decided to:

3.1. Take into account the report of the IMWF Secretary General on the activities of IMWF Presidium in 2021;

3.2. To elect members of the Presidium of the International Mas-Wrestling Federation: Nawab Furqan Khan (Pakistan), Ilgam Kadyrov (Uzbekistan), Andrew Bolinger (Canada) and John O'Connor (USA);

3.3. Continue filming documentaries about the development of Mas-Wrestling in the world to show a wide audience.

4. Arnold Mokhov spoke on the fourth item.

Decided to:

In accordance with the IMWF Charter and on the basis of the applications received, to accept as members of the International Mas-Wrestling Federation:

- Togo Mas-Wrestling Association;

- Mas-Wrestling Association of Nigeria;

- Mas-Wrestling Federation of the Central African Republic.

5. Lena Tomskaya spoke on the fifth item.

Decided to:

5.1. Approve the Calendar plan of the IMWF for 2022. Attached;

5.2. Entrust the IMWF Presidium by February 10, 2022 to develop a Plan for the preparation and holding of the IV World Mas-Wrestling Championship in Yakutsk, Russia, as a particularly significant event and hold it at a high organizational level.

5.3 Vice President Lena Tomskaya take control of the preparation of the national mas-wrestling teams of Asian countries for the International Sports Games "Children of Asia" 2022 in Vladivostok, Russia.

5.4. Instruct the IMWF Sports and Technical Committee to prepare the Regulations of the competition no later than 3 months before the date of the competition, determine the composition of the referee teams in advance, develop and issue certificates of participants at international competitions and take control of the competition, taking into account epidemiological requirements.

6. Arnold Mokhov spoke on the sixth item.

Decided to:

6.1. Outline the proposal for the use of handhelds in paragraph 3 of Article 5. "Equipment and items of personal attributes of athletes" in the following edition:

"... - handhelds with a size not exceeding the width and height of the athlete's palm by the decision of the chief referee of the competition on the recommendation of the doctor of the competition when the athlete receives an open palm injury or bleeding on the palms. Meanwhile it is prohibited to use any foreign liquid substances for handling handhelds".

6.2. State the paragraph on the use of magnesia in the following edition:

"During the match, it is allowed to use non-adhesive products in the form of powders, liquid magnesia, provided by the organizer of the competition and approved by the chief referee of the competition".

6.3. Supplement paragraph 3. "Round-robin system" of Article 2. "Competition system" with examples of pairing of athletes during competitions in a round robin system with 3, 4, 5 and 6 athletes in the weight category.

6.4. State the last sentence of paragraph 5 of Article 26. "Beginning, going and end of the match" in the following wording:

"...Meanwhile the distance between the athletes’ hands must be equal to 1cm".

6.5. In paragraph 7 of Article 12. replace the difficult-to-pronounce phrases in Russian “First warning!” and “Second Warning!”, which require translation, into those that are close in meaning and easier to pronounce, do not require translation, Yakut phrases “Seretii!” (Warning) and "Ikkis seretii!" (Second warning).

6.6. Until March 31, 2022, the National Mas-Wrestling Federations, during mas-wrestling competitions, should pay attention to the legs position of the athletes at the start of the match in order to study this issue and send their comments and suggestions in writing to the IMWF Presidium or the Supreme Referee Board IMWF for final decision.

6.7. In connection with the celebration of the World Mas-Wrestling Day in Yakutsk during the World Mas-Wrestling Championship and the national Yakut holiday Ysyakh on June 21-27, 2022, develop a separate script, and also send the National Mas-Wrestling Federations the Regulations of the competitions for the creation of the International Mas-Wrestling Federation anthem and emblem of the holiday.

6.8. Adopt the document "Finnish Communiqué" and publish it on the official website of the International Mas-Wrestling Federation and other media as a manifesto addressed to the world community on behalf of the participants of this Conference. Attached.
