1.  AIMS AND OBJECTIVES
The International mas-wrestling competitions among university students (hereinafter referred to as the Competition) are held in accordance with the International Mas-wrestling Federation's 2025 calendar of sports events, the Unified Calendar Plan of the All-Russian Mas-wrestling Federation for 2025, and the calendar plan of official physical education and sports events in the Republic of Bashkortostan for 2025.
The events aim to further develop and popularize mas-wrestling in the Republic of Bashkortostan and Russia, improve athletes' athletic skills, and identify the strongest athletes among university students.

2. DATE AND VENUE
The competitions will be held from November 27 to 30, 2025, in the city of Ufa, Republic of Bashkortostan, at the State Autonomous Institution STC RB named after R.A. Batalova. Address: Druzhby Narodov Avenue 47.

November 27 (Thursday) – arrival day
November 28 (Friday)
12:00 – 14:00 – admissions committee meeting and participant weigh-in
18:30 – 19:00 – judging panel meeting with country representatives
November 29 (Saturday) – Competition Day
09:00 – 13:00 – preliminary Bouts;
14:00 – 14:30 – opening ceremony;
14:30 – 18:00 – semi-final and final bouts
18:00 – award ceremony
November 30 – departure day

3. MANAGEMENT
General management of preparation and holding of Competitions is carried out by the IUPA International Mas-wrestling Federation, LLC All-Russian Mas-wrestling Federation, Ministry of Sport of the Republic of Bashkortostan.
Direct responsibility of holding competitions carried on the LLC All-Russian Mas-wrestling Federation and RPSCO "Mas-wrestling Federation of the Republic of Bashkortostan".

4. REQUIREMENTS FOR PARTICIPANTS AND ADMISSION CONDITIONS
Allowed to participate full-time undergraduate and graduate students of higher education institutions and university graduates who received a state education document in 2025, passed medical examination and permitted to engage in power sports by the application of the National Mas-wrestling Federations.
Age of participants: 18-25 years (born 2000-2007).
The National Federations are entitled to be represented up to 20 (twenty) athletes, but no more than 2 (two) athletes in a weight category, All-Russian Mas-wrestling Federation is entitled to be represented up to 10 (ten) athletes, but no more than 1 (one) athlete in a weight category.
National Mas-wrestling Federations are given the right to nominate up to 33 (thirty-three) athletes, but no more than 3 (three) athletes per weight category.
The All-Russian Mas-wrestling Federation may register up to 22 (twenty-two) athletes, but no more than 2 (two) athletes per weight category.
The Mas-Wrestling Federation of the Republic of Bashkortostan, as the host, may additionally register up to 11 (eleven) athletes, but no more than 1 (one) athlete per weight category.
Participants are required to perform in sportswear in accordance with the International Rules of Mas-wrestling.

6. CONDITIONS FOR HOLDING COMPETITIONS AND WINNERS DETERMINATION
Competitions are of individual-team nature and are held according to the current 2025 International Mas-wrestling Rules.
Depending on the number of participants in the weight categories in the competition system, changes are possible according to the competition rules:
− for 7 or more athletes in the weight category according to the system with elimination after two defeats, divided into groups "A" and "B";
− for 6, 5, 4 or 3 athletes in a weight category, a round robin system is used;
− for 2 or less athletes in a weight category, the weight category is added to the next weight category.

Weight categories:
- Men: 60 kg, 70 kg, 80 kg, 90 kg, 105 kg, 105+ kg;
- Women: 50 kg, 60 kg, 70 kg, 80 kg, 80+ kg.

The team total is displayed by points for the total number of medals:
1st place – 12 points, 2nd place – 8 points, 3rd place – 5 points.
In case of equal points among two or more team, priority is determined by most number of 1st, 2nd, 3rd, etc. places.
Participants grant the organizers the right to photograph, film or otherwise use the voice, appearance and name. Further, the content can be displayed, distributed or otherwise used in merchandising and advertising to promote the sport in any media now known and possible in the future. The rights are granted indefinitely and without additional compensation.
The final results (protocols) on paper and electronic form should be given in 2 (two) weeks after the competition is over.

5. APPLICATIONS
Preliminary applications for participation in the Competitions, signed by the head of the higher education institution, must be submitted by November 20, 2025:
- International Mas-wrestling Federation: tomskayalena@gmail.com;
- All-Russian Mas-wrestling Federation: mas-wrestlingrussia@mail.ru.

Delegations of countries that require a VISA to stay in the Russian Federation must send to All-Russian Mas-wrestling Federation a list of participants with comprehensive information in advance.
Nominal applications, sealed and certified by the medical and physical education clinic’s doctor, must be submitted to the Admissions Committee the day before the Competition.
To the Commission for admission of participants should be provided the national flag of the country (100x150 cm in a vertical position), the short variation of national anthem (1 verse and refrain) on electronic media, as well as originals of the following documents for each athlete:
- a passport or other document certifying citizenship;
- a student ID card or educational document;
- a life and health insurance policy (original).

7. FINANCING
Financial support for the preparation and holding of the Competitions is provided by the Mas-wrestling Federation of the Republic of Bashkortostan.
Expenses of sending competition’s participants (travel, accommodation, meals, insurance, visa costs) are carry by sending organizations.

8. AWARDING OF WINNERS AND PRIZE-WINNERS
Athletes who take prize places (1st, 2nd and two 3rd places) in weight categories are awarded medals and diplomas.
Top three team to be awarded with diplomas and cups.

9. SAFETY
Competitions are held at sports facilities included in the All-Russian Register of Sports Facilities, in accordance with Federal Law No. 329-FZ of December 4, 2007, "On Physical Culture and Sports in the Russian Federation."
The safety of participants and spectators at sports competitions is ensured in accordance with the requirements of the Safety Rules for Official Sports Competitions, approved by Decree No. 353 of the Government of the Russian Federation of April 18, 2014, as well as the requirements of the competition rules for the sports included in the competition program.
Emergency medical care and admission of participants is provided in accordance with Order No. 1144n of the Russian Ministry of Health dated October 23, 2020, "On Approving the Procedure for Providing Medical Care to Persons Engaged in Physical Culture and Sports (Including During the Preparation and Conduct of Physical Culture and Sports Events), Including the Procedure for Medical Examination of Persons Wishing to Undergo Sports Training, Engage in Physical Culture and Sports in Organizations, and/or Comply with the Test Standards of the All-Russian Physical Culture and Sports Complex "Ready for Labor and Defense" and Forms of Medical Certificates for Admission to Participate in Physical Culture and Sports Events."
The event will be held in accordance with Decree No. UG-111 of the Head of the Republic of Bashkortostan dated March 18, 2020, "On the introduction of the 'High Alert' regime in the Republic of Bashkortostan in connection with the threat of the spread of the novel coronavirus infection (COVID-2019) in the Republic of Bashkortostan" (as amended on June 1, 2022), and the Regulations for the organization and holding of official physical education and sports events in the Russian Federation amid the ongoing risks of the spread of COVID-19, approved by the Minister of Sport of the Russian Federation O.V. Matytsin and the Chief State Sanitary Doctor of the Russian Federation A.Y. Popova dated July 31, 2020 (as amended on November 12, 2021), in strict compliance with the requirements of Rospotrebnadzor.

THIS REGULATION IS THE OFFICIAL CHALLENGE TO THE COMPETITION. THE ORGANIZERS RESERVE THE RIGHT TO MAKE CHANGES AND ADDITIONS TO THESE RULES.
